Scope

Repeals eight e-mandate circulars 2019–2024. AFA-free recurring debits up to ₹15,000/txn; ₹1 lakh for insurance premia, MF subscriptions and credit-card bill payments; pre-debit notice ≥ 24 h with merchant, amount, date/time, mandate ref and reason; opt-out of a txn or the mandate, validated by AFA; FASTag/NCMC auto-replenishment exempt from pre-debit notice.
